Malaysia's Ministry of Health (KKM) is closely monitoring the issuance of licenses to nicotine product manufacturers by the Ministry of Investment, Trade and Industry (MITI). This follows MITI's recent decision to grant licenses to companies producing e-cigarette liquids containing nicotine. According to the KKM statement, "MITI, through the Malaysian Investment Development Authority (MIDA), based on the Industrial Coordination Act 1975, has the authority to issue interim licenses."
