Lima and Callao Taxis Face Yellow Mandate: A New Regulation Sparks Debate Lima, Peru – A new regulation has been issued by the Authority of Urban Transport for Lima and Callao (ATU) mandating that all formal taxis operating in these areas must be painted yellow by June 14th, 2025. This measure, aimed at improving passenger safety and formalizing the taxi industry, has sparked a mixed reaction among drivers. Jorge Retuerto, a lawyer from the ATU, explained that the regulation applies to approximately 89,000 registered independent taxi drivers. "The norm falls on those registered for providing this independent taxi service," he stated. The ATU also outlined additional requirements for yellow taxis, including the use of taxi signs, reflective license plate numbers, and a card with driver information inside the vehicle. However, the cost of repainting has become a major concern for many drivers. One taxi driver interviewed anonymously shared, "It costs a lot, 2190 soles." Despite this concern, other drivers expressed support for the initiative, believing it will enhance passenger safety and trust. The ATU clarified that the regulation does not apply to informal taxis, app-based taxis, or those belonging to private companies. For those unable to afford repainting, the ATU suggests the use of yellow vinyl as a more affordable alternative. While the deadline is approaching, the ATU plans to focus on education during the initial days, avoiding sanctions for non-compliance. The ultimate goal is to educate both taxi drivers and passengers, creating a safer and more organized taxi system in Lima and Callao.
