"Such heavy rainfall hasn't been seen in Vitebsk in almost 60 years; it was a real catastrophe," said a local resident in a social media post. The video footage shows cars struggling to navigate the flooded roads, and the river resembling a muddy torrent. Despite the devastation, temperatures remain unusually high, providing a small measure of relief. The city is now assessing the damage and beginning the cleanup process.
