RON95 Subsidy: New Rules and Purchase Methods for Malaysians Effective September 30, 2025

KUALA LUMPUR – Malaysians are preparing for significant changes in RON95 petrol purchases as a new subsidy program is set to commence on September 30, 2025. The initiative aims to provide RON95 at a subsidized price of RM1.99 per liter, but eligibility and purchasing methods have been clearly defined by the Ministry of Finance (MoF). Under the new system, only Malaysian citizens aged 16 and above with an active driving license will qualify for the subsidized rate. Individuals without a valid driving license or with an expired one will be required to pay the unsubsidized price of RM2.60 per liter. This policy has drawn attention, with some questioning its fairness, particularly for non-drivers or those who may not renew their licenses. Amir Hamzah, acting as the Minister of Economy, stated that the government will utilize the PADU system to determine eligibility, ensuring that only deserving individuals receive the subsidy benefits. The government has also set a monthly consumption limit of 300 liters per individual for the subsidized petrol. Three primary methods have been outlined for purchasing subsidized RON95: 1. **Cash Payment**: Consumers can present their MyKad (identity card) to the cashier at the counter, who will then insert it into a MyKad reader for verification. 2. **Cashless/Card Payment**: For those paying with cards, MyKad verification will be conducted directly at the petrol pump terminal. 3. **Digital Payment**: Users can verify their MyKad within participating e-wallet applications such as Touch 'n Go eWallet, Setel, and CaltexGO, allowing for seamless digital transactions. To ensure continued access to the subsidized rate, citizens are advised to replace any damaged MyKad with a faulty chip and renew any expired driving licenses. While the 300-liter monthly quota is in place, some citizens have expressed concerns about its sufficiency, especially those who commute long distances or frequently travel between states for work, sparking a public discussion on the adequacy of the allocated volume.
