Kazakhstan Tightens Regional Budget Control: Akims Face Accountability
Kazakhstan's Majilis tackles regional financial dependence. June 2nd, 2025 saw a heated discussion in Kazakhstan's Majilis concerning the increasing reliance of several regions on the national budget. Deputy Bakytzhan Bazarbek questioned Minister of National Economy Serik Zhumangarin about this growing dependence and what measures were in place to encourage these regions to expand their tax base. Bazarbek highlighted the concerning trend of regions failing to achieve financial independence, leading to a situation of "budgetary parasitism." In response, Vice-Premier Zhumangarin announced a stricter approach to regional funding. Akims (regional governors) will be required to meet at least 12 key performance indicators to ensure their regions' financial stability. "We've set a trend for local executive bodies," Zhumangarin stated. "Often, there is inefficient use of funds. This must stop. It's a very difficult process." He emphasized that akims will be held responsible for failing to meet these targets. However, he declined to specify the exact nature of the consequences, citing it as outside his purview. The discussion underscores the Kazakh government's commitment to fiscal responsibility and regional economic development. The implementation of these stricter measures will likely have significant implications for the nation's economic landscape.
