"The tender was practically drawn up for the Romanian factory Astra from Arad," stated Nikola Jovanović, an expert interviewed in the video. He also pointed out secret negotiations with the Romanian company prior to the tender's announcement. The Center for Local Self-Government subsequently announced the winner of the tender, further fueling suspicions of corruption. This incident follows previous concerns about tram purchases from Turkey, which were also marred by controversy.
