The practice, described as a "black bag" system, involves buying large quantities of fuel from service stations at night, often under the guise of fuel shortages, and then reselling it at significantly higher prices. Freddy Avirari, a transport leader in Los Yungas, explained the process: "A buyer comes to a service station, often late at night when they claim to be closed due to lack of fuel. They buy thousands of liters at the subsidized price and resell it for double or triple the price." The report reveals how this practice exploits the fuel subsidy system, leaving ordinary citizens to pay exorbitant prices while those involved in the black market profit. The lack of effective regulation and oversight is a key contributing factor.
