"The first change of the Constitution, which I proposed three years ago, is no re-election in Bolivia," Paz declared. He further elaborated, "The president enters to govern, convenes sectors to govern in five years, and after five years, goes home. He is never re-elected again, no matter how good his management is." This proposal, according to Paz, is crucial to prevent presidents from manipulating state institutions and laws to serve their personal re-election ambitions.
