MMDA's No-Contact Apprehension Policy Nets 866 Violations on First Day Metro Manila, Philippines – The Metropolitan Manila Development Authority (MMDA) reimplemented its no-contact apprehension policy (NCAP) on May 26, 2025, resulting in 866 traffic violations recorded by 6 PM the same day. This signifies a sharp increase compared to when the policy was suspended. The most common infractions were disregarding traffic signs and illegal bus lane entry. MMDA Chairman Romando Artes stated, "As of now, we're going to develop a text system, but for now, it will be manual delivery of notices." He also emphasized the high cost of the current system (₱58 per violation) compared to the planned text system (₱1 per text). An online form is available to contest violations. The MMDA plans to launch a text alert system in the coming weeks, aiming to reduce costs and improve efficiency.
