"He didn't react to our warnings about the severity of the offense," stated one of the officers involved in the incident, speaking on the condition of anonymity. "He simply placed the money on the seat and seemed unconcerned about the legal repercussions." A criminal investigation is underway, and the driver's ZIL truck has been impounded.
