    Billings Police Under Scrutiny After Meth Burning Incident at Animal Shelter BILLINGS, MT – The City of Billings Police Department is facing intense scrutiny following an incident at the local animal shelter where officers allegedly burned methamphetamine as evidence, causing the facility to fill with smoke and leading to the hospitalization of employees. The event, which occurred on September 11, 2025, also necessitated the evacuation of numerous animals. According to an employee of the animal shelter, who spoke out about the incident, staff were present in the building for approximately an hour, attempting to move animals, while the facility was engulfed in smoke. "The Billings clinic was very concerned when they saw the videos of how much smoke was in the building," the employee stated. "And the fact that we were in the building for about an hour trying to move animals." The employee further revealed that staff immediately required oxygen treatment after the exposure. A city official, identified as Chris Kokalski, later informed them that the substance being burned was methamphetamine. "An official at the city let us know that they were burning methamphetamine," she confirmed. Concerns have been raised regarding the potential health impacts on both the human staff and the animals due to exposure to the burning narcotics. The employee emphasized the importance of knowing what was burned, stating, "because it might be impacting our health." This incident has sparked a public debate about the appropriate and safe disposal of confiscated narcotics by law enforcement agencies, particularly when conducted in close proximity to public facilities and vulnerable populations, including animals. The City of Billings has yet to release an official statement addressing the specific protocols followed during the disposal or the full extent of the health risks involved.
