Metro Manila Sees Improved Driver Discipline Following NCAP Relaunch Metro Manila, Philippines – The Metropolitan Manila Development Authority (MMDA) has reported a significant improvement in driver discipline following the recent relaunch of the No Contact Apprehension Policy (NCAP). The policy, which uses CCTV cameras to automatically issue traffic violations, was suspended for a period but resumed on May 26, 2025. Initial results show a sharp decrease in traffic violations compared to the period when NCAP was inactive. "We've seen a marked increase in compliance," said an MMDA spokesperson. "Motorists seem to be taking the policy more seriously this time around." News5's Gerard de la Peña provided on-the-ground reporting from Commonwealth Avenue in Quezon City. He observed improved lane discipline, especially among motorcycle riders. "Many motorcycle riders are now staying within their designated lanes," de la Peña reported. "This is a noticeable improvement compared to what we saw before." The MMDA's data supports de la Peña's observations. On May 26, 2025, the first day of the NCAP's relaunch, 1,112 violations were recorded. By May 27, this number had dropped to 393, indicating a significant improvement in driver behavior. This positive trend suggests that the NCAP is effectively deterring traffic violations and promoting safer roads in Metro Manila.
