Peruvian Congress Archives Constitutional Complaint Against President Boluarte Over 2023 Protest Deaths
Lima, Peru – The Subcommission of Constitutional Accusations (SAC) of the Peruvian Congress has decided to archive a constitutional complaint against President Dina Boluarte. The complaint concerned deaths that occurred during the 2023 protests following the ousting of former President Pedro Castillo. The decision was reached with 11 votes in favor, 3 against, and 2 abstentions. According to the report from the working group led by Congresswoman María Acuña, it was determined that no direct or indirect responsibility could be established for the denounced individuals regarding the deaths that occurred during the state of emergency. "If you have heard the final report, there are no indications that the President, the Premier, or the Ministry of Interior directed [the actions]," stated Congresswoman Acuña. The original complaint also implicated former ministers, including Alberto Otárola, Pedro Angulo, César Cervantes, and José Tello, for alleged crimes related to the excessive use of public force during the protests. The SAC declared the complaint inadmissible, effectively closing the case at this parliamentary stage.
