Guatemala Considers Universal Financial Support for Citizens Over 65
Guatemala City, Guatemala – A new legislative proposal has been presented to the Congress of the Republic, seeking to establish a universal financial contribution for all Guatemalan citizens aged 65 and older. The initiative, spearheaded by officialist deputies, aims to provide a minimum monthly payment of 500 Quetzales to eligible individuals. Samuel Pérez, an elected deputy for the Semilla Movement, stated, "Today, we join the historic struggle of older generations and take a firm step towards their dignification and respect." He emphasized that the proposal would ensure universal retirement for all persons aged 65 and above, transforming aging with dignity from a privilege into a universal right. Proponents of the bill assert that it will significantly reduce poverty among older adults by 20 percentage points, from 40% to 20%, with a minimal fiscal impact of just 0.3%. The execution of this universal support program would fall under the Ministry of Social Development, requiring an estimated annual budget of 4,466,500,000 Quetzales. According to the congressmen, existing programs, such as the economic contribution to older adults, have limited coverage. This new proposal seeks to establish a comprehensive financial support system to meet the basic needs of the elderly, ensuring their protection and dignity.
