
Guatemala's Infrastructure Stalled: Billions Allocated, But Covial Remains Inactive for 17 Months
GUATEMALA CITY – Despite a record-breaking national budget for 2025, a significant portion of funds allocated for vital infrastructure projects in Guatemala remains unutilized due to an apparent lack of governmental action. Analyst Conrado Reyes, speaking on Canal Antigua's "Destino" program, revealed that the current year's budget stands at an unprecedented 148 billion Quetzales, with a substantial 29.653 billion Quetzales specifically earmarked for infrastructure development. Reyes further detailed that Congress had approved an additional 4.166 billion Quetzales for infrastructure, including 600 million Quetzales designated for the metropolitan ring road project. "There is money and legislation, but it seems there are no authorities," Reyes stated, expressing concern over the stagnation. The analyst particularly highlighted the inactivity of Covial, the Road Conservation Fund, which he reported has not held a single session in the past 17 months. This prolonged dormancy raises questions about the government's capacity to execute crucial public works despite having the necessary financial resources and legal framework in place. The situation underscores a critical challenge in advancing national development and improving essential services for citizens.
