Quezon City's No Contact Apprehension Policy: Smooth Traffic, but Rider Delays Reported
Quezon City, Philippines: The No Contact Apprehension Policy (NCAP) launched by the MMDA is showing mixed results on its second day. While some motorists praise the smoother traffic flow on Commonwealth Avenue, others, primarily motorcyclists, report increased travel times due to unintended congestion. "It's better than before, but it's still slow," said Alex Roxas, a motorcyclist interviewed by GMA News. MMDA Chairman Romando Artes acknowledges the concerns and announced plans for a text and website alert system to notify violators more efficiently. Over 300 violations were recorded by midday on the second day of the program, compared to an average of 3,000 before the policy's implementation. The MMDA remains optimistic that NCAP will significantly reduce traffic violations in Metro Manila.
