Metro Manila's No Contact Apprehension Policy: Day 2 Brings Mixed Results
Metro Manila's No Contact Apprehension Policy: Day 2 Brings Mixed Results. Metro Manila implemented its No Contact Apprehension Policy (NCAP) on May 26, 2025. The policy aims to improve traffic flow by using cameras to catch traffic violators. On the second day, GMA News observed improved traffic on Commonwealth Avenue. However, motorcycle riders reported slower traffic due to increased enforcement. "The traffic was slower because everyone was following the rules," said Gener Dagohoy, a motorcycle rider. The MMDA also reinstated the odd-even number coding scheme on EDSA, which has caused further congestion. Romando Artes, MMDA chairperson, stated that they are evaluating the effectiveness of the NCAP and will adjust strategies as needed. The MMDA will also launch a text alert and website for faster notification of violations next week. Despite the challenges, the NCAP is a significant step towards improving traffic management in Metro Manila.
