
MMDA's Odd-Even Plan for EDSA Rehabilitation: Free Skyway Toll and NCAP to Ease Congestion
MMDA Implements Odd-Even Scheme on EDSA to Mitigate Rehabilitation Traffic Metro Manila, Philippines – The Metropolitan Manila Development Authority (MMDA) announced that a new odd-even number coding scheme will be implemented on EDSA starting June 16th, 2025. This measure is intended to ease traffic congestion expected during the upcoming EDSA rehabilitation project. The existing number coding scheme will be suspended on EDSA, but will remain in effect on other Metro Manila roads. "The odd-even scheme will be implemented on EDSA only," stated Romando Artes, Chairman of MMDA, in an interview featured in the GMA Integrated News report. "The existing number coding scheme will apply to other roads in Metro Manila." To further manage the anticipated traffic, the MMDA is also implementing a free toll policy on Skyway and the No Contact Apprehension Policy (NCAP). The NCAP will utilize CCTV cameras to monitor traffic violations, issuing fines without direct contact with the offending drivers. A text and website alert system will be launched the following week to inform motorists of violations. The MMDA is also working to remove obstructions along EDSA, including clearing sidewalks and addressing other issues to ensure smoother traffic flow. The agency is striving to minimize disruptions during the rehabilitation period, and the odd-even scheme is a significant step in that effort.
