However, these figures still fall short of the record-breaking numbers seen in 2019. A recent news report highlighted data showing a 62% increase compared to March 2025 and a 10% increase compared to April 2024. The report, however, also points to a decrease compared to 2019, raising questions about the overall health of the sector. The presenter of the report, citing data from the Montenegrin police, emphasized the importance of distinguishing between the number of tourist arrivals and the number of overnight stays. He noted that while tourist arrivals were up, the number of overnight stays was lower than in previous years. This discrepancy, he explained, is partly due to the significant number of Russian and Ukrainian tourists who, due to the ongoing conflict, are often only in transit through Montenegro. "The increase in tourist arrivals is undeniable," the presenter stated. "However, we must also consider the impact of the current geopolitical situation on tourist behavior and the resulting discrepancies in the data." Despite the challenges, the report concludes on a positive note, highlighting the resilience of the Montenegrin tourism sector and its potential for continued growth in the coming months.
